CHILD, YOUTH & FAMILY SERVICES
Announced under Budget 2009, the Department of Child, Youth and Family Services (CYFS) is a new provincial department dedicated to the protection of children and youth from maltreatment by their parents, and to the promotion of the healthy development of children and youth in Newfoundland and Labrador. It is anticipated that staff will be transition from Eastern Health to the new department by March 2011.

Overview
The Child Youth and Family Services Program focuses on the health, safety and well-being of children. Intervention and services provided by this program are guided by the philosophical principles outlined in the Child, Youth and Family Services Act.
Staff of this program also provide services in the area of Adoptions and Community Youth Corrections. The program principles also reflect the importance of balancing a child's right to protection with recognition, respect and support for the autonomy of the family.
There is also recognition of the significant role of the community in supporting the healthy growth and development of children. In addition, emphasis is placed on the involvement of families in the provision of services and decisions which affect them.
The Child, Youth and Family Services Program, through its legislative framework supports an array of responses to meet the needs of children, youth and families. In addition to legally mandated, protective intervention services this program's legislation now supports the provision of voluntary family services.
Programs & Services
The core services offered by this program include:
• Early Intervention
• Crisis Intervention
• Advocacy
• Referral services
• Assessment of allegations of child maltreatment
• Recruitment, education and provision of support to Foster Parents
• Services designed to promote reunification of families where children have required alternate care
• Permanency Planning Services with respect to ensuring children are provided with stable, permanent care in a timely manner.
• Services to Birth Parents who place children for adoption as well as assessment of prospective adoptive parents.
• Post Adoptions Services to adoptees and birth parents
• Protective intervention services are available 24 hours a day
• Completing Assessments of Adoption applicants
• Working under the provisions of the Youth Criminal Justice Act with young offenders
