Annual Performance Report 2017-2018

On September 27, 2018, Eastern Health held its Annual General Meeting showcasing its performance for the fiscal year, 2017-18. While there is always more that can be done to further enhance the services that Eastern Health provides, we are pleased with our many accomplishments and contributions made toward our vision of Healthy People, Healthy Communities.

Navigating Together

The 2017-18 fiscal year marked the completion of the first year of Eastern Health’s new Strategic Plan 2017-20, Lighting the Way: Navigating Together. At the 2017-18 AGM, presentations were made by Leslie O’Reilly, Chair of the Board of Trustees, and David Diamond, President and CEO.

2017-18 Highlights and Accomplishments

Access, Quality and Safety, Population Health, Healthy Workplace and Sustainability were the five strategic priority areas against which Eastern Health measured its performance. The following are highpoints of Eastern Health’s report on performance for the fiscal year 2017-18:

Access

Alternate level of care (ALC) days in acute care settings decreased from 13.1 per cent in 2014-15 to 10.1 per cent in 2017-18. ALC refers to patients who are in hospital even though they no longer need hospital care.

Furthermore, the percentage of outpatients seen by child psychiatry within their access target increased from 27.9 per cent in 2016-17 to 29.2 per cent in 2017-18 due to:

developing consistent approaches to measuring wait times and implementing data quality initiatives;
implementing Community-Wide Scheduling to standardize scheduling processes and timely reporting;
using more e-health options and telehealth;
promoting "Doorways," a single session walk-in counselling service that is available to individuals 12 years of age and older; and
increasing education and offering more therapeutic groups.

Quality and Safety

We have developed a plan to administer Client Experience Surveys throughout 2017-20. The surveys have already begun in the 2018-19 fiscal year, and focus on gaining feedback from clients’ experiences from within the Emergency Department and Public Health programs.

We also surveyed our client and family advisors to determine whether they viewed their contribution as being meaningful. Most advisors, 83.3 per cent, reported meaningful involvement with Eastern Health.

Population Health

The participation in the Newfoundland and Labrador Colon Cancer Screening Program, targeting individuals between 50 to 74 years of age, increased from 7.21 per cent in 2015-16, 11.1 per cent in 2016-17, to 13.18 per cent during the 2017-18 fiscal year.

Additionally, the provincial organ donation consent rate through the Organ Procurement Exchange of Newfoundland and Labrador (OPEN) program increased from 42.1 in 2016-17 to 56.2 in 2017-18.

Healthy Workplace

Eastern Health has committed to the National Standard of Canada for Psychological Health and Safety in the Workplace to protect the physical and psychological health and safety of all its employees.

Sustainability

Eastern Health has reduced Length of Stay for typical acute care patients who are in hospital longer than the average Canadian for the same presentation and condition. The actual Length of stay days as percent of the expected Length of Stay days has decreased from 114.8 per cent in 2016-17 to 112.9 per cent in 2017-18.

Highlights of significant work completed to improve Length of Stay days during the 2017-18 fiscal year include:

making process improvements for discharge planning and patient flow within the Medicine program;
developing and piloting a visual management system which provides real-time information and monitoring of expected discharge dates; and
making process improvements within the Cardiology program to enhance documentation and reporting of clinical data and performance measurement.

Eastern Health has also completed work to increase monetary and materials savings through:

launching Steamplicity®, an innovative food delivery service model for acute care hospitals in St. John’s, which will save the organization an estimated $2 million annually on food costs; eliminate waste; and enhance the overall quality of service provided to patients, clients and residents; and
implementing Pyxis Supply Station™ in the organization’s Perioperative, Endoscopy and Medical Device Reprocessing programs, saving over $800,000 in medical surgical supplies during 2017-18. Pyxis Supply Station™ is an automation system for patient care supplies to manage supply chain functions, enabling nursing and other patient care personnel to dedicate more time to patient care.
